tool for evaluating contrast and luminosity of colors on your Web site. I

Colour Contrast Analyser for Web Pages

A downloadable program that runs under Windows, the analyser allows you to
select any color displayed on your desktop (such as in a browser window)
and compare it with any other color, giving you ratings of whether the
pair of colors would have sufficent contrast with each of the common types
of color blindness. It is quick and easy to use.
