Yes. It's make's job to figure out what must be recompiled when a
particular source file has changed. Usually it's not _all_ of them. The
problem in this case is that emerge isn't that clever; it doesn't realize
it's already got a partially built source tree, and simply unrolls a new
one blindly. Like a lot of things in computing, heavy-handed behavior is
probably the safest choice for most users, but it interferes with the poor
slob who knows what he's doing and wants to modify the outcome. But hey,
that's what custom builds are for ...
